After double-checking the schematics and parts, I confirmed my initial observation. The only correction needed was that there were missing steps, not risers. Steps 1, 2, and 3 from Sheet 6 and Step 7 from Sheet 7 are absent from the die cuts. This is due to their location on the schematics, inside window punch-outs that don't exist because of the mullions. This issue only affects laser-cut Chantilly dollhouse kits.
While Greenleaf Dollhouses may address this by sending extra sheets, I've found a quicker solution. Instead of making steps from wood strips or waiting for replacements, you can use scraps from Sheet 4. This sheet has wood scraps of the right size for this purpose.
Turn Sheet 4 sideways to find a scrap length of wood matching the steps' width. Use an existing step as a template, cut four new steps, and label them as Steps 1, 2, 3, and 7. Use an Easy Cutter or craft knife for straight cuts, then sand any rough edges. All other parts are correct, with no more missing items.
As this is a laser-cut dollhouse, minimal sanding is required, except for small areas where parts were attached to their sheets. A fingernail file can smooth these tiny spikes.
